Email person in charge

1. Add the e-mail list of persons in charge to app.properties.
2. Send a single list of unresolved irregularities (with each item being a link to the irregularity) instead of multiple emails, each containing a single unresolved irregularity. Each item should include the title, type, and the person it is referred to.
