manage-consultations refactoring

• Should display the consultation terms with filter by type, past/upcomming/ all The students can apply for consultation attendance (/schedule).
• the consultations should be sorted by absolute distance from now ie. the past are descending by start date, and the upcomming are ascending by start date time
• by default it should display all upcomming if no filter is selected
• on each consultation there should be option to see the attendances for the consultations.
