Project Repository: Student Project System (searchable + professor validation)

This MR imports a complete Spring Boot web application where students submit project proposals and professors validate them. After validation, students can no longer edit their proposal. Both roles can search by labels, topic, and description to avoid duplicates and discover prior work.
